Project description
The draft of the ElWG published at the beginning of 2024 aims to increase the emancipation of end customers in the energy system and provides for genuine peer-to-peer (P2P) trading, power purchase agreements (PPAs) and virtual metering points, among other things. How these innovations complement or exclude each other is a central question of this project. The existing approaches to investment in and participation in the energy transition are only partially inclusive, open and flexible in terms of accessibility. Tariffs4all goes beyond the state of the art in this respect to see how PPAs, virtual metering points and P2P trading can create the basis for everyone to participate in the energy transition.
The municipality of Bruck/Mur is responding to these challenges by developing and implementing new tariff and financing models, among other things.
Contents and objectives:
- Analysis of the legal framework for PPAs, peer-to-peer trading and virtual metering points in the context of participation in the energy transition.
- Development of at least 5 tariff and financing models for the participation of all groups of a city in the energy transition (population, businesses, municipality, low-income households, etc.).
- Validation of the developed models using techno-economic simulation models.
- At least 2 of these models will be implemented or tested.

- Findings regarding the application of the new possibilities of the ElWG
- Innovative tariff/financing models
- Increased participation and socially just and inclusive energy transition in Bruck
- Utilization strategy for further development
